When there is a network outage, the phones will roll over to the failover system, which will allow them to make calls internally to one-another. Allows for internal calling and 1 to 2 outbound calls depending on the number of analog failover lines at that location.
Each school has been given a batphone (flip-phone) in the situation that there is an outage and the phones are down. The batphone uses cellular service, so it will work even in a power outage to allow external inbound or outbound calls for emergency situations.
